Texas continues to invest in cleaner and more efficient business operations through the Texas Emissions Reduction Plan, commonly referred to as TERP. One program under this framework is the New Technology Implementation Grant or NTIG, administered by the Texas Commission on Environmental Quality.
The NTIG program is designed to help offset the cost of implementing new technologies that reduce emissions from stationary sources. The program focuses on projects that are ready to be deployed and can demonstrate measurable emissions reductions.
We’ve broken down how the NTIG program works, from application requirements to compliance.
Who Can Apply
TCEQ states that NTIG is available to owners or operators of stationary sources located in Texas. Eligible applicants include private businesses and other entities that are responsible for operating equipment or facilities that produce emissions.
Projects must be located in Texas and must involve the implementation of qualifying technology at a stationary source. Eligibility is determined by TCEQ based on the project description, emissions profile, and compliance with program requirements.
Eligible Project Types
The NTIG program is focused on implementing new stationary emissions reduction technologies, not research or pilot projects. TCEQ describes eligible projects as those that install technologies capable of reducing nitrogen oxides or other targeted emissions from stationary sources. Projects must be commercially available and capable of being implemented within the program timeline.
Eligible project types are defined as:
- Stationary Emissions Reduction Technology Implementation – Projects targeting criteria pollutants, hazardous air pollutants, and other regulated emissions under the Clean Air Act.
- Oil & Gas Emissions Reduction – Applicable across upstream, midstream, and downstream operations, including:
- Compressor engine replacement, repowering, or retrofits
- Systems to reduce gas loss, flaring, or combustion
- Emissions reduction in production, storage, processing, transmission, and refining
- Electricity Storage – Storage solutions for energy generated from renewable sources.
TCEQ evaluates projects based on expected emissions reductions and overall cost effectiveness, which makes project definition and documentation especially important. Projects have a 25% emission reduction requirement.
Funding Structure and Reimbursement
Under the NTIG program, funding is provided on a reimbursement basis. TCEQ states that grant awards may cover up to 50% of eligible project costs, subject to program caps and approval.
Reimbursement is based on actual eligible expenses incurred and verified by the agency. Applicants are responsible for tracking costs and submitting required documentation to support reimbursement requests.
This structure makes NTIG particularly relevant for companies already planning technology upgrades that reduce emissions and can recover a portion of those costs through the grant.
Why Project Planning Matters
Because NTIG is part of TERP, projects are evaluated not only on cost but also on emissions impact. TCEQ places emphasis on measurable reductions and compliance with program rules. In practice, this means that project scope, cost allocation, and emissions calculations all play a role in whether a project is awarded and reimbursed.
Clear documentation and alignment with published program criteria are critical throughout the application and reimbursement process.
Taking the Next Step
For Texas businesses operating stationary sources, the NTIG program may provide a meaningful opportunity to reduce the cost of implementing emissions reducing technology. These grants are highly technical and require careful coordination between engineering, finance, and compliance teams.
